the old portal was ran by Oracle. The company funded the datatransfer
and had the necessary lawyers to run a service, where people might
claim, that you violated their intellectual property by distributing
software.

The ASF takes care of distributing the projects artifacts (NetBeans
IDE, NetBeans VSCode, ...), but not more.

The role of the portal changed from a distribution point to a
directory.

Maven central has the nice property, that its owners (Sonatype) pretty
explicitly said, that they won't remove artifacts and won't change
existing artifacts. For the review process this makes it less likely,
that reviewers see one version, while another is make available to the
users.
