Handle System.Logger in logging code generation and hints

The UI is based on the simplest/minimal-change proposal (2.) in

   consider System.Logger in related hints/code-generation
   https://github.com/apache/netbeans/issues/8240

There are also some implementation questions to consider as mentioned in 
the first PR comment.

Hopefully this can be reviewed by the end of the month, April 1, so it's 
ready for NB26.
