My NetBeans Platform app uses an MSI installer on Windows, built and signed with GitHub actions scripts that I could share, if this would be an alternative for NetBeans.
If anyone on Windows wants to test that installation experience and evaluate it for NetBeans, the installer is here: https://www.ultorg.com/download/ (Behind a “start trial” account creation flow, sorry…) In my case the app redistributes a Zulu build of OpenJDK.
