This independent module is part of NetBeans and owned by Oracle so will be covered by the code grant. (See license here http://hg.netbeans.org/html4j/file/2073e11d098a/COPYING ).
Since it's so self-contained I doubt we will seen any problems like we will encounter with the main repository (or any at all really). I believe it should get a separate netbeans-html4j git repository.
