I'm not clear on why that particular step is needed and I'm sure Jirka will provide that info.
However, just note that netbeans.org is also going to be donated to Apache, in other words, that URL will be an Apache URL, as well. So, I don't see that as a non-Apache site, in the future, at least. The other question is of course whether this fits in with the Apache Way of doing things and indeed we should try as much as possible to do things in the standard Apache Way. These are just some generic considerations on these points, without knowing the precise details here. We do realize that the NetCAT program will need to adapt here and there to the Apache approaches and appreciate your ongoing guidance on this matter.
