Good Point emi. Do you mean the splash Screen in General? If yes, than it is 
needed of loading time. To see smth is better to see nothing. If not, than you 
mean only the style?

I don't like these spartan splash screens.

Also never understood why we need to have that wall of text at the
bottom in the splash screen. Plenty of other places to add legalese.

Until we figure everything else out from an Apache branding
perspective, I would stay away from using the Apache Feather.
