I don't know who Jan Pirek is. In the past 3 years I do see him in 3 emails. In the past 12 years I see him in 18 emails total across all the NetBeans mailing lists I subscribed to.
He seems to be the NetBeans webmaster. Is there anything he needs to do that require committer rights and can't be done with a PR or something? Wouldn't it be more normal to let him contribute for a while and the invite him?
