No one is rubber stamping anything at all. Indeed, however, Jan Pirek is one of the key people in Oracle who has worked on NetBeans as long as I have -- and longer -- primarily on the NetBeans website.
Indeed, the webmaster of NetBeans,org. One of the most committed people in the world in relation to NetBeans. However, everyone is 100% equal and Jan, just like everyone else, will need to be voted in -- though it was a mistake on my part to not have included him in the initial list of committers ( https://wiki.apache.org/incubator/NetBeansProposal).
