Which is funny to me because when I was working most of the time with Swing (the IDE and platform apps), I focused mainly on responsive UIs. I think a lot of it comes down to specifying specifically what we are talking about. Given a specific UI of form components, making a responsive and expansive UI in Swing has been fairly trivial from my experience. The same with web UIs with CSS. With both you have to know what actually works for the specific items you are laying out. For instance, a web UI which hides the wrong components at the wrong time isn’t responsive; it will just be a bad UI.
