OK, this has been merged. We now have a root folder for platform:

https://github.com/apache/incubator-netbeans/tree/master/platform

...and for harness:

https://github.com/apache/incubator-netbeans/tree/master/harness

...and a shorter list of root folders:

https://github.com/apache/incubator-netbeans
