Add --fontsize 24 (or whatever size works) to your netbeans.conf and turn off zoom.
Of course fonts will look fuzzy when zoomed - you are making the logical pixels take up more than one physical pixel. There are a couple of system properties that may be useful to tell AWT as well. I have been running NetBeans for years on a high dpi screen.
