My inclination is mainly to keep them out of the website build system right now! When you say hosted as soon as possible, are you thinking browse-able or would a zip download suffice in the immediate term? What about putting the JavaDoc zip in the mirror system next to the source and binaries, then we can link from the Download page for now?
