I suggest you create the release10 branch and then produce the release candidate as described in 'Producing a Release Candidate': https://cwiki.apache.org/confluence/display/NETBEANS/Apache+NetBeans+Release+README That means Apache NetBeans 10 will have all the clusters from Apache NetBeans 9, plus 'php', 'webcommon', and 'groovy' -- and we leave the 'enterprise' (i.e., Java/Jakarta EE) to define Apache NetBeans 11 (first quarter next year).
