Well, I was able to reproduce this this with Java 8 and 11 as well.

I just opened a JavaApplication (NB generated, very basic Java Application) with completely new userdir (and even cachedir)

The next thing I opened Tools > Plugins > Installed (with Show derails)
Entering javac in the search shows nbjavac installed and active.
Before opening the project the same search of installed plugings shows nothing.

We shall display and make the license accepted and even respect those user decisions who do not accept nbjavac and work without installing it.
