There are other apache projects, that happily fetch java plugins without bothering to ask the user. To be concrete Maven fetches every plugin without ever asking me for permission. In this case one could argue, that the user implicitly accepted the licenses of the plugins because they are part of the executed POM. When asking the user for permission it would be great if a "yes don't ask me again" option was present and also a "accept all recommend plugins".
