Ive pushed up a couple enhancements to the HttpClient unit test to cover the
scenario where request ports are not available, and to ensure servers are
stopped in the teardown task before proceeding to the next test.

Im going to wait to do a PR on this until we get a failure on the Jenkins
build... in case there are other causes that might contribute to the failure.
