I strictly disagree.

So far we release a version with bugs that prevent usage of a product according 
to use case scenarios.
In my opinion we deliver a product that doesnt work as it is supposed to work - 
a practice that is not acceptable in the Software development world(actually, 
in any other world) . It is even worse, we refuse to even mention it, saying 
that a user should check JIRA for this. That is quite unreasonable, because 
JIRA is a developer instrument, not a user one.
 
If we are doing open source development, it doesnt mean that we should lower 
the standarts of the development. 
In addiiton, I dont say only these issues should be added. Any bugs that have 
an impact on user should be addresed somehow.

Sorry for the delayed response, but I'm currently out of the office.
 
I'm also against mentioning the open issues in the release notes, it's normal 
to have open/unresolved issues before a release and we should focus only on 
mentioning what was added/fixed, for the remaining issues we already have Jira 
(which is public).
 
As for the release, +1.
