Jira?
There was pro-Jira and anti-Jira talk but no conclusion as far as I know. In order to submit issues on Jira, we need to understand how grant people access to Jira. It is basically open to everyone, but you have to be registered in order have any write access.
As far as I know, there is no way for users to subit issues right now.
