If we are looking at compatibility then yes, most peripherals from F3 are at least partial compatible with F1. But also almost all are upgraded in some way. And the statement "partial compatibility" in this table can be a bit confusing. For example "partial compatibility" for ADC means that ADC is completely new IP block with completely different registers organization :) If you look at similar document which discuss migration from F1 to F4, you will see full compatibility between peripherals except RCC
