There is no 'hurrying' here to get OFBiz improved. That might have been so, when an approach/discussion preceding the solution in the PR hadn't happened, or when the code change had been committed to the codebase without it.
This kind of continuation of bringing suggestions to wait for additional stuff and/or bringing forward arguments for such, is definitely feeding procrastination.
