Summary: URIParseImpl fails to parse when space is represented by
a "+"

When parsing a URI that has a space represented by a "+" sign the parse fails
with the following error:

<message xml:lang="en-US">Invalid filter expression:
'prid+eq+'krdg740''.</message>
</error>
Since "+" is typically accepted as a space in urlencoding the parsing should be
able to handle it.
