I believe the tool you are referring to is called "Mr Project" or
"Planner".  I have used the windows port "Win Planner" which is pretty
good and has support for importing MS Project files.  I think this tool
is mentioned in the list of existing tools on the OOPM site.

I know there is a GANTT tool for Gnome under Fedora, but I don't have
easy 
access to a Linux box, and the installation instructions seem more
involved 
than what we are trying to accomplish with Open Office. Still, it might
