Two tests added by OOZIE-994 in TestActionCheckXCommand rely on shutting down
the and restarting the jobtracker. Hadoop trunk doesn't use a job tracker, so
the test doesn't behave as expected and fails.
We'll need the functionality added by MAPREDUCE-4703 to stop and restart the
mini cluster with the same port and configuration.
