We will not have 3 ways. It makes things convoluted and is not required. 
Already gave that comment to Ryota. The current behaviour of 1 for the setting 
oozie.action.ship.launcher.jar=true will be replaced by 3(Instead of shipping 
for each action we will ship once to temporary location and add in each 
action). If 2 is not going to be used, then we can look at removing it and just 
keep the auto upload behaviour.
