in option 3), Oozie doesn't replace launcher jar. every time server starts, it
creates new tmp directory (whose name contains the timestamp, e.g.
tmp-2013072210), and copies launcher jars under the directory, and the
directory is kept 7 days. this way, we are trying to make it safe.
