SLA section syntax and schema is quite different from the rest of the
workflow.xml which actionExecutorContext cannot evaluate, like "sla:info" or
"sla:alert-events". That's why we invoke verifySlaElements(Element eWfJob)
before validating other variables. And verifySlaElements in turn will invoke
resolveSla() which checks for variable substitution.
