I'm not sure we have an official policy. That said, we are only building Oozie
against Hadoop 1.x, 0.23.x, 2.x, (and optionally 3.x, which probably doesn't
work). I'd be cautious about changing this as it could affect those versions,
which we definitely do support. I remember dealing with this issue in CDH
between MR1 and MR2 a while back and it was tricky.
