0.20/1.0/1.1.1/1.2.1 versions, only URI path component would be set, even if
path points to non-default namenode. Wouldn't it break the fix made by
OOZIE-1381 and cause a regression?
The code adds fully qualified path to mapred.cache.files and just absolute
path (no scheme and authority) to mapred.job.classpath.files. So it will not
break anything.
