Current behaviour is that a re-run of a coord action submits a new workflow. So 
now there are two workflows in oozie for the same nominal time of that coord. 
Externally, the user can re-run these workflows independently and it will 
result in random outputs depending on the order of execution as they share the 
same output path. 
Also, if a workflow has a sub workflow, re-run of this workflow launches a new 
workflow for the sub-workflow.

Instead, if the coord action re-run just re-runs the existing workflow, there 
can be just 1 instance that is running for a nominal time of a coord and 
doesn't cause any issues. Even sub-workflow re-run should re-run the existing 
workflow itself. This also helps to decrease the ooziedb size.
