Since coord action re-run launches new workflow, there are 2 independent
workflows for the same nominal time and these workflows can be re-run in
parallel by the user. Its not because of oozie bug. When you have a team of
people managing the pipelines, these things will happen. There is no way to
control it externally. Instead, if there was just one workflow, oozie would
control the parallel runs and the pipeline correctness is handled.
