This logic of purging only if related entities are complete is just too
complicated and I don't know if anyone uses this on production. I understand
that we moved from blind deletes based on end time to the current logic
sometime back. But is it worth adding the old logic back as an alternative
which people can enable using config? [~rkanter], [~rohini], thoughts?
