I don't think we should remove {{oozie.service.CallbackService.base.url}}. For
instance, it is useful if you want to use HTTPS for {{oozie.base.url}} but HTTP
for {{oozie.service.CallbackService.base.url}}, which is common when using
self-signed certificates.
