Through a lot of fog on legal-discuss its recently become more or less clear that apache policy requires actual LICENSE and NOTICE files in expected svn checkout roots. I don't see any such files in the openejb3 trunk checkout. This needs to be fixed before the 3.0 release.

The contents depend on the actual contents of svn, not on any dependencies that are needed to build or run the code. If all the code is under the AL then the LICENSE file contains just the apache license and the NOTICE file would be the minimal

If there is code copied from elsewhere that is under different licenses or has different notice requirements something else might be needed. If there is such code let me know what it is and I'll try to help figure out what else might be needed.
