For something as core as license changes, I think it is important to get 100% voter turn out. Regarding the secondary question of whether a +0 should block a license change, it's worth pointing out that in the couple license related votes that we have had on the PSC list most (maybe all) had an initial +0 from someone. And in each case, this prompted a discussion that allowed more questions to be answered and more confidence accrued such that everyone reached +1. I think that's a healthy process to instill in the formal PSC rules.
