The method "getPatientsHavingObs" in HibernateCohortQueryDAO.java, which all the ObsCohortQuery classes use, was not using DateUtil class to check the end Date.
Using DateUtil.getEndOfDayIfTimeExcluded(onOrBefore) when setting time on the query should fix this in all ObsCohortQuery classes.
