Probably a late reply, but will be useful for someone else who has this
issue of setting PermSize on Windows when starting Tomcat through the
service:

When installing a service in windows (using the service.bat install
command), the --JvmMx, --JvmMs, --JvmSs etc. can be used as shown here:
