aspects)

I don't see where you'd admin  for Patient, Person, Location, Scheduler,
Programs, HL7 queues, or Modules (adding/removing/updating).

Logic would fit under the Concept (metadata) Management realm.

I wouldn't get to hung up on getting everything right up front.  If you can
prototype the layout – e.g., create the UI with the accordions/links/layout
– without necessarily having anything hooked up, we could probably get you
to a working version more quickly.
