Jonah, good work. Yesterday I had the opportunity to see a presentation by and talk to one of the members of the international activities group of the US Census Bureau. They, MEASURE and ICF Macro are particularly active in building Census capacity in Africa. I asked him particularly about issues relating to the definition of a household, and he referred me to a UN document, http://unstats.un.org/unsd/publication/SeriesM/Seriesm_67rev2e.pdf. Starting at p.100, this document has some basic definitions (person, household, living quarters) which may be useful in defining some data elements for the household or for the relationship between the patient and the household. It provides a structure for handling some of the special cases -- homelessness, refugee camps, institutional quarters. By aligning our data with Census data, we can make better use of GIS and identify catchment areas/populations to measure the reach of the health system.
