Hello-

This is a standalone command line application, not a module, following the
directions at
https://wiki.openmrs.org/display/docs/How+To+Use+the+OpenMRS+API.  Does that
change the approach?

That said, I made a moduleApplicationContext.xml file to put in META-INF. 
The result is the same.   The org.springframework.util jar was included in
the jar, along with many other springframework jars. 

I followed approaches 2-4 in the OpenMRS Startup Environment Section of the
wiki page. 

Any more suggestions?  Other than not running as a standalone jar, it's
ready for use.  It's not the end of the world if it doesn't run standalone,
since it runs in Eclipse, but it raises the bar for less technical users to
run it.
