Any ideas why OpenMRS Standalone contains privileges for Add Concept, Edit Concept, and View Concept while the WAR does not? Are these added by a module? I notice that they are not locked (don't have the little padlock icon) despite being labeled as "Core privileges." In the standalone, I need these priileges to add new concepts and, without them, Buddhika is unable to create concepts using the WAR.
