It looks like there is a fairly simple recipe for moving artifacts between 
repositories that could be performed by someone with access to the Nexus file 
system.[1]  Maybe an ITSM ticket?  It might help not to start putting artifacts 
in the new repository (or at least avoid duplicating them) before this recipe 
can be followed.

I feel this is pretty good and kind of aligns with our SVN (and perhaps GitHub) 
model. As far as I know Ben you should be able to just create the repository 
via the UI.
