Addressed the remaining nits in `db86fb68`:
1. `EmojiCharSequenceNormalizer` is now `@Deprecated(since = "3.0.0",
forRemoval = true)`.
2. The null `IllegalArgumentException` contract is documented on
`CharSequenceNormalizer` / `OffsetAwareNormalizer`; the emoji/emoticon
normalizers inherit it via `{@inheritDoc}` and still validate at the boundary.
Ready for another look.
