OK.  This sounds generally useful.  But the permission does come with
the ability to edit and delete groups, so I wouldn't enable it for the
default account.  But I did go ahead and enabled it for everyone who
has a confirmed  *.apache.org email address associated with their BZ
account, e.g., all committers.
