that should not be possible, Not-logged in users (anonymous) can only make
suggestions, when a "real" user must review and accept/reject.
I see 13 Suggestions, but cannot see any submissions.
Please look at the statistics in the lower part of the page. The right
column is for "Submissions". Perhaps only the statistics is defect, but
I cannot proof it.
