Looks like the problem is that Chrome and Safari return navigator.language = en-us AFAICT they don't pick up the OS X language setting. It looks like the recommended way to detect the language is to use the Accept-Language header. The navigator.language property appears to relate to the browser code rather than the OS on which it runs.
