As I recall, there may be an administrator function to customize the reject message when an Administrator bounces a post to the list. Rob Weir probably knows much more about it.
This would allow a fairly friction-free moderation activity for rapid bouncing of these misfired message while automatically suggesting that issues be reported to one of (1) users @oo.a.o, (2) dev @oo.a.o, or (3) the Bugzilla, with perhaps a link to the web page on how to submit issues, depending on what the "issue" is. I suppose if it is a security matter, then security @oo.a.o could be used, but folks need to understand about what is a security matter and what is not. There may be a page about that also.
