My assumption was this just meant "next release" and not necessarily
4.2. But, I am not a Pootle expert.

I am in agreement with your opinion. I started looking at how far we
were with potential translations a week or so ago, and my opinion is
that we might actually have up to 8 new languages/dialects that would be
ready for 4.1.2. This is a great way to provide new services to users,
as well as recognize the work of our translator community.
This being said, we probably should establish a threshold for the help
files. Maybe at least 70% or something.
