I'm going to take a stab at this.
Handling URLs is part of the AOO "framework". I had tried to pin this
down as well a few years ago.
You might want to start by looking at the items in --

esp *dispatchprovider.cxx*
There seems to be an inclusion in there for #include <protocols.h>
which I can not locate.
I don't have my former work files, but I think the "sal" module did some
processing as well.
