Are gmake or rather dmake only for building with Java? and scons?

For building on Linux IMO it is easier to remove the shipped
dependencies because there are also part of the distributions we build on.

But we need them for building on Windows, don't we.

What does everything means? only Java stuff? or also the C++ stuff?
