Hi, I don't see a problem with that site...
It promotes OpenOffice to French users. It claims to be non-official "Open-office.fr est un site non officiel dédié à la communauté francophone."
It has a link to our official website, all download links point to our official download page.
The only "problem" I see is that it seems outdated in parts and some links are dead.
